It does seem strange that aliens would subject themselves to this kinda barrage. But, we will never know the truth about what the army was chasing and shooting at because the government is pretending that it never happened in the first place. So who knows, could be a blimp or something. Pearl Harbor was still fresh in everyones minds at the time so everyone was a bit jumpy anyway. Could be right. Also, if it didn't have the technology to outrun a dozen spotlights, surely it wouldn't have the technology to withstand as much gunfire as it did. To me, it sounds like a bit of hype for the time.
